Lorenzo Insigne's agent Antonio Ottaino insists that Inter have yet to contact his client directly regarding a move but hasn't ruled out that talks between the clubs are taking place.

25-year-old Insigne is said to be unhappy at the lack of movement on an improved contract and his other agent Fabio Andreotti said in a recent interview "the contract they're offering does not satisfy us, we have better offers [elsewhere]."

Ottaino admitted, "it's normal that we should be shown interest by the likes of Inter" as "Lorenzo is a great player and there are many clubs that like him" he told Gazzamercato.it.

Could lead to something bigger between clubs

He went on to stress though that "we have not been directly contacted by the Nerazzurri" but "Perhaps Inter and Napoli are talking about it as part of greater negotiations." 

The greater negotiations Ottaino speaks of suggests that Inter may look to recieve the dimunitive winger as part of a deal that would see club captain Mauro Icardi head the other way as Napoli continue to push for the Argentine after the exit of Gonzalo Higuain to Juventus.

Would an Inter move for Insigne make sense?

This is no like for like player swap - presuming a move includes the exchange of the player -  which instantly makes it out to be a terrible deal for both sides who'll lose a key part of their respective squads letting the respective player go. 

Icardi still has his best years a few years ahead of him while Insigne is closer to his peak performance now. Inter don't exactly need a winger having not long signed Antonio Candreva from Lazio but it could see one of Ivan Perisic, Candreva and Insigne played centrally but then Inter are left without a striker, who has scored more goals in Serie A over the past two seasons than anyone else barring the aforementioned Higuain. Then again, it is highly unlikely Inter will accept a straight up swap deal and will likely ask for at least 40 million euros on top of Insigne. Insigne himself could push for a move and the partenopei might be forced into selling him while Inter can just keep their stance of not allowing Icardi to go and just pay for Insigne seperately.
