Manchester United and Liverpool target Memphis Depay is now "99.9% certain" to move to England in the summer, according to former PSV Sporting Director Frank Arnesen.

Both Louis Van Gaal and Brendan Rodgers have been public in their admiration of the Netherlands star, with Rodgers describing him as "obviously a very talented player".

However, many have assumed that the 21-year-old's links with the United manager, whom he played under for the Dutch national team, make Old Trafford his likely destination.

Depay has been in frightening form in the Eredivisie this season, scoring 21 goals in 28 appearances for Philipp Cocu's title-winning PSV side.

He has drawn the admiration of some of European football's biggest clubs in the last two seasons, as well as making a splash on the international scene with two goals at last summer's World Cup finals in Brazil.

Now, former Denmark midfielder Arnesen - who has also had non-playing roles with Chelsea, Tottenham Hotspur and Hamburg - feels that a move to the Premier League is inevitable in the immediate future.

"For me, it's 99.9 percent," he said at the Sporting Directors' Summit at the Etihad Stadium. "Yes, he will [be a success]. I've seen him many times this season and he is going from strength to strength, even though he's only 21 years old. It's difficult to stop him."

However, while Arnesen believes Depay has what it takes to establish himself at a top-level club, he also feels that the winger should be given time and patience to make the transition.

"It will of course take time because it's totally different than in Eredivisie. The level is so much higher here, playing many more games, so he needs to be protected.

"Don't expect too much in the beginning but he's definitely a big talent and he'll be good in the Premier League. I don't know where he wants to go.

I've seen a lot of players coming into the Premier League from Holland who didn't achieve because the level is so high in the Premier League, but Depay can do very well."
